Specialist kick returner who spent one season with the Bucs having previously been with the Falcons. Was cut in camp in 1990 but this did not stop First Down reporting in their 1990 season review of the Bucs, "that Stamps had a steady but unspectacular season". Was originally a free agent of the Falcons in 1984 and spent five seasons in Atlanta including leading the NFL in kick returns during the strike-shortened 1987 season. Also worked as a volunteer fireman during the off-season in his home town in Mississippi.
